can we engage the most wanted suspect with hydra if a civilian suddenly comes near to him and then he is not going away from him...??

is civilian responsible for that? or we should not engage. ??

You should not engage. It's your responsibility. If you notice that civilian constantly coming then it's considered bitching and you may report him for ruining your game-play, however if that civilian is there for his own stuff (i.e to rob the guy); you cannot shoot until he doesn't leave or the most wanted suspect doesn't go away.

These a couple options are the most likely to be the case:
- the guy comes there to prevent you from shooting (helping his friend, like cophunters do by carrying civilians)
- he’s trying to get himself killed so he can report you
- he’s not paying any attention and wants to rob the guy

In all of these cases, you are not allowed to harm the civilian.
As Sinner mentioned, if he’s doing it continuesly you can report him for bitching.
