Your question: There is a rule saying
One SWAT member may drag only One suspect at same time.
Two SWAT members may drag only Two suspects at same time.
Three SWAT members may drag only Two suspects at same time.
Four or more SWAT members may drag Three suspects at same time
.

So in that rule ^ it means the two or three swat members have to be in the same place together near the two suspects or just in /swatlist n one at idlewood n other at base for example?

Basically this rule ensures you don't lose control when a suspect breaks cuffs in case you have many dragged suspects ..

Thus, it means the players you're teaming with in the current situation or if dragging was urgent and they almost arrived to your current position.

To make things more direct and simple, yes, these members need to be with you if you plan to drag for instance two suspects.

You must have at least one, or two teammates with you in order to drag two criminals. If you are alone, with two suspects, and your teammates aren't with you (even if they are in game, and are active/online), you cannot drag more than one criminal.
