Suggestion: Solving the problem of /q evading [DENIED]

Suggestion headline: Improving the /q evade rule
Picture: Keep the picture in this
Importance of suggestion: 10/10 (Shows how much it would mean to server/players)
Why should it be accepted: I made a suggestion before but it was not implemented. This one is a little different. For the past couple of weeks people (when dragged) quit as soon as the swat team is about to reach the checkpoint. They login after 30 minutes so that they don't have to face auto jail and also they are exempted from
1. Either improvise the rule to make it stricter. For example, the time limit could be removed and whenever he/she rejoins the server he gets auto jailed for 360 seconds. Also if he rejoins within 24 hours, it could be reportable.
2. Or improvise the gameplay for the same.
For cops/army/swat (in general) : If the person quits when tazed/cuffed recently, the cop automatically gets the arrest.
For swat ( specifically) : If the person quits when dragged, the swat members automatically get the score. ((Note: it would be easy to implement since its already implemented for escape abuse))
I have been thinking of making this suggestion for quite some time now and I thought it was best to do it now since there were way too many of em doing this.
How they do it:
Note: If you have more proofs, please PM them to me on discord so that I can attach them over here.
Anyhow, drop your opinions down below.

You're not allowed to leave the game right after being tazed/cuffed, or trying to escape from law enforcement, if you do, it is accounted for as jail-evading. (You are not allowed to join for 30min)What I suggest is:
