Suggestion headline: remove ability of dragging while being shocked

Why should it be accepted: it just doesnt make sense, 0 sense. u cant move but u can throw suspect in car??? it's really annoying + making shocks really pointless if you're 1v1. why cops cant ar while being shocked? also army cant ar while being shocked? better idea: make that army can shoot, but not move while being shocked

How can you even shock while cuffed if we use the same logic?

Its currently fine, we can't arrest while shocked because /at directly sends you to jail, but when you are dragged you still have a chance to /BC and escape -1

These abilities for 1 faction is too much. Either increase the time or remove the ability.
