Bug with entering businesses

When did the bug appear: Two years ago since I reported it, maybe before as well
Describe the bug: You can enter shop entrances directly from a vehicle without exiting it first.
Frequency: always
Severity: minor
Steps to reproduce:
- Be in a vehicle
- Align your driver seat to a shop entrance
- Slightly press F (if you hold it will kick you out)
- You're inside without stepping out

It's a small issue at first glance but is potentially abusable in that you can enter vehicles without the risk of being tazered/cuffed/shot at by other players.

Easy fix, just check that you can't be inside of a vehicle when entering a shop. (This happens with other things too, like houses, but since you need to select the house after pressing F it is not as "easy" to do)
