instant parole bug

Where does the bug appear: (server/forum)
When did the bug appear: when you arrest someone
Describe the bug: you are able to instantly parole someone after arresting them
Frequency: (rare/always)
Severity: not too major but not too minor either
Steps to reproduce:

this occurs because when you arrest someone, if their ping is equal to or above 150ish, they are physically present infront of you even after getting arrested for like 0.5 second and if in that time you are able to execute the parole command then he will get paroled from wherever you are standing since technically you are near the jailed prisoner
we can avoid this by making players non-paroleable just right after getting arrested.
like a player can only be paroled if he has served atleast 2 second jailtime else it will show error message
