If they can use it without blindly shooting in the open and not see any nearby innocent, but instead notice nearby innocents on the map and drive away, then it would be possible to use a vortex without any rulebreaks. And by the way, trust me, a car and an M4 is the only thing you need to defeat a vortex. I've done it multiple times. That said, -1.
