Unable to purchase new cars in vehicle checkpoint

Describe the bug: Sold my turismo for another car, but the menu that contains buy/manage did not show up both in Jefferson or Rodeo checkpoint. The checkpoint works for boat (Marina) and air vehicles (LSA). I will post a video down below to show the exact bug i experienced. I also talked to Karthik and it seems that he has no problem selling and re-buying cars, aka the buy/manage menu shows up for him.
Frequency: Always
Severity: Minor
Steps to reproduce:
- Buy car(s)
- Sell one of them
- Go back to the checkpoint, it will direct you to the vehicle management menu instead of the menu that contains buy/manage vehicles.

This bug has been fixed in the beta branch and should be on the main server soon.
