This is not possible. SAMP only allows the original GTA SA vehicles, and the hidden ones such the Andromeda and FBI Truck. However, I am intimately familiar with EVERY single vehicle in San Andreas, and none of them are even remotely close to this vehicle. To add this vehicle would require every single user to download and install dangerous CLEO mods and require much more. It could be done in single player, but in SAMP, it's simply not going to work.
