You're right, but you're also wrong. We are able to set any vehicle component for any car, including sirens. That's sadly the furthest we can go. Changing the siren key to something else should be done through your own client if possible. If not, bad luck. That's just how this game is.

As Richano and Robin have already mentioned, also, if you don't want siren to get activated when you activate hydraulics, press H for a longer time and don't instantly release it.
