It is going to lower player base, but on the other hand if you look at the "inactive" players you'll notice that most of them actually left the server because of these people that cannot be stopped. The server is full of aimbotters/ban eveaders. Which isn't normal thing. So yeah I agree with this statement and Robin also got the point
Do you really think this is the overall reason? You probably got it wrong this is an outdated game and people prefer new games which could be the main reason what do you think?
This is actually the reason for many, or it at least contributes to the decision to some degree.

I wouldn't give credit to the ' new games' factor for having a low player base. We've reached 50+ players many times during last weeks so for me, it's more a question of convincing those players to stay and not only join a couple of hours to test the gameplay and leave. The current gameplay doesn't differ much from the one I saw at 2013, so it could be the main reason why those players are leaving but I'm convinced that us, the usual players, if we succeed into guiding the newcomers and help them to connect themsevles to this community, they'll for sure stay.

Now, i know that this isn't what this suggestion about and I just wanted to give my opinion about it, however my message does show that our playerbase in general isn't very huge which makes me neutral about carring out a Cafe ban.

About myself, I am very convinced about your point of view veen and i would agree with him about such thing Which makes me very concerned about the decrease in the number of players after accepting the suggestion

it's good idea But on the other hand, the topic just needs to be thought out before adding this idea

Ph players mostly join over night. I barely see them in-game when we (others) play based on our GMT.

Range ban PH to relive the interesting and challenging gameplay we had in the past. 90% PH cafe players are aimbotters which affects our gameplay very badly and thus, forces us to rage quit from the server

I would rather like to see 3-7 days range ban when cheater caught. This might make cafe players kick cheater out of cafe shop. If what you suggest gets implemented not only many innocent players would be punished but lsrcr would lose 80% of player base.
i agree with ur idea
It doesn't matter if they're even playing on the server, two or three. The important thing in the end is that the game will be clean ;)

Everyone of you saying "ph are the reason this server is alive", absolutely wrong..
Donations are the reason this server is alive. https://ls-rcr.com/donate, go here, you will see the reason why this server is alive. As long as the server gets enough donations, it will run. PH contributes to the playerbase, contributes in degrading the quality of the playerbase. People know that there is a cheater in their cafe, yet they let him play and then when he gets banned, they make an unban application saying that "we didn't know blabla", which is totally bs.
And I didn't suggest to instant ban your cafes? I have suggested to ban only if we find many cheaters from a single cafe, now why are you all so scared? Because some of you won't be able to make alternative accounts to cheat? If one cheater from your cafe is found, just don't let him play, as simple as that. What is such a big deal in this? You all are acting like you all will be banned within a day, which I think is true if this gets implemented.

Oh so you think a range ban would relive the interesting game play you had? You have to understand that there are lots of cool games currently and this is an old game. And about the aimbotters who you said that affects your gameplay, are you that tired to report and record a video of a guy who you are accusing?
