Usage of airport checkpoints

Describe the bug: Wanted suspects can still use the while being tazed or cuffed. Also, they can use /dive while being tazed (but not cuffed). It doesn't make sens that they're still able to use them while being cuffed or tazed.

On the other hand, wanted criminals cannot use while being tazed or cuffed which does just show how the other checkpoints I reported should be the same.

Steps to reproduce: Get wanted, head to the airport checkpoints and choose to fly to other cities or do /dive while being tazed/cuffed
