I've actually been in this situation... here's what I did.

My friend, a user who'd been on the server for 3 years, got a warning of teleport by our anti-cheat. I spectated him, camera on, not expecting to see anything because the bot does give false positives and he'd never been suspected of anything wrong. However, my job as staff on that server required me to check. Now, I was suspicious in that I had just left said friend in Las Venturas, and he was in the LSPD. Possible if he had found a heli (this was a survival apocalypse server) but I doubted that. I watched him complete the task there... and then POOF! He was in Rodeo near his base. I checked my footage, and I had it. Unmistakable proof that he was using a teleport hack. It sucked, but I issued the ban. He raged at me on discord, on forums, and so on, but the proof was sound. He cheated, and friend or not, my duty was to the players whom I swore to protect. He gave himself an unfair advantage, and I had to do my job. Few years later he forgave me, told me I did what was right. That didn't make pressing that ban button any easier though.

He was given a special exception once when he hacked the first time. Please, give us one GOOD reason why a second special exception should be given to a now habitual hacker?
