That's why I asked...

It's up to them if they wanna trade SWAT/Army already, I'm simply asking if Pagati can be included. Maybe a day where it's all three factions open.

Yeah, you're right however this case is quite different, nothing can go wrong in 24 hours.
Without screening players understanding of faction rules, a lot can go wrong in 24 hours.

That’s why you will have to register 1 week beforehand and your interest must be approved by both SHC and AHC together.

It will be a one time thing, it’s more like an event than a new system. Worst case if something goes wrong, AHC and SHC will be able to respond within a couple of hours as it will happen for 24h only
