I assume you're reporting da7dou7. and not d7dou7 so please next time make sure to fill the template correctly.

It's very hard to tell if he did mega-jump from the one screen you've provided but anyway, it should be fine as long as he didn't mega-jump to access tall buildings or roofs that aren't accessible by jumping normally.

However, for the safe zone deathmatch part, it's clear that he broke the rules and thus one official warning will be attached to his account.
