I mean what exactly are you expecting solo running into 5 criminals with weapons? To straight cuff them all or kill them with 0 tactics because they can't damage you properly? Hmm. Not sure if it was intended for a solo player to kill a whole cophunt, but alright. And for the 1v1 situation, the sawnoff damage got decreased quite a bit, so not sure if you have tried it already?

Personally, this is how it actually should have been, we were just so used to not taking damage that when someone actually damages us normally, we get surprised and think that he is aimbotting.
Now you will have to pretty much work twice as hard to kill/arrest someone (as a leo or as a criminal), because now we all are vulnerable to NORMAL DAMAGE. So work hard, get used to some tricks, don't just go in a situation without a plan when you are outnumbered.
-1 from me.
