Suggestion headline: Allow all group ranks to order drugs via drug rack

Importance of suggestion: 9/10
Why should it be accepted: Refilling drugs system is different now and I don't see any reason why only leaders should be able to order drugs. Any group rank can refill weapons and items rack so same should be for drugs as well.

This is already implemented, and expected to be in-game in the next update.
