Describe the bug: Frequently very low supplies for illegal runs
Frequency: Random
Severity: Minor
Steps to reproduce: It's not uncommon. When doing illegal supplies most runs are 15-23% of your total shop fill, but it's pretty common to get some as low as 7%-10% which seems REALLY low considering the risk, and they are about 25% of the time when doing the runs, so you end up with 2-3 of these super low values.
