Anything else: I am reporting Crimson for violating Rule 2.3.2.2 (command abuse). During a chase where I was attempting to take a hit contract placed on him, he misused the /cuff command for 8 times as shown in the clip, to prevent me from continuing the pursuit.
This behavior falls directly under Rule 2.3.2.2, which states:
"You or your account(s) shall not intentionally or unintentionally do any of the following actions: Utilizing the /cuff command as a weapon against an unwanted or innocent hitman. This rule does not restrict the use of /cuff to conduct one (1) search or /rp within a reasonable period of time. The unwanted or innocent hitman must be given reasonable opportunity to retreat after being uncuffed."

In this situation, the /cuff command was clearly used repeatedly as a tool to hinder and stall me rather than for a single search or legitimate roleplay, and I was not given a reasonable opportunity to retreat after being uncuffed.

It can be cuff abuse under one situation: when i uncuff you then instantly shoot without giving you a reasonable time to retreat which is clearly not what happened in the video you provided. I was being chased/hitted, I am allowed to cuff you and avoid the fight as much as i want.

The rule does not give you unlimited permission to repeatedly use /cuff simply because you are being chased or shot at. The rule explicitly states that /cuff must not be used as a weapon to prevent an innocent hitman to claim the hit, and that it is only permitted for one search or rp within a reasonable period of time.

In the provided video, /cuff was used 8 times during an active chase, clearly to disrupt the pursuit, not to make a single search. That alone already qualifies as command abuse under the rule, regardless of whether a shot was fired immediately after uncuffing or not.

Additionally, the rule also requires that the uncuffed player be given a reasonable opportunity to retreat. BUT Repeatedly cuffing someone during a chase removes that opportunity entirely and turns the command into a defensive tool.

Being chased or hit does not justify misuse /cuff to avoid combat "as much as you want." That is precisely the point Rule 2.3.2.2 exists to prevent.

For these reasons, the report remains valid under that rule.

I stick to what i said. I was being attack several times and surrounded and had no other way but this. And you lied, you were shooting at me which gives me all the rights to do that. Not replying anymore.

The rule applies to innocent hitmen who are not showing hostile behavior or using weapons. However, you were chasing and shooting Crimson for having a hit contract, which gave him full rights to keep cuffing you as long as you continued to show hostile behavior toward him. This is not against the rules, and as a SWAT member, you should already be aware of this.
