Why should it be accepted:
Alright so, this suggestion took several days of thought and refinement, so let's talk about its importance first.
The server needs something new, not just TDM and Cophunt, which eventually become boring to users.
I've come up with new ideas that will increase the excitement, fun, and combat. These include new heists/robberies, missions, a new gangs/groups and turfs system, and some tweaks to other aspects.
Watch the clip; you'll find a clear explanation of how the heist process should work. Once you steal and secure the gold bars, you can sell them to Claude or Blackmarket Dealer (an NPC like Claude inside the BM). The robbery can take place at this bank located at Palomino Creek
Note: The heist doesn't have to be copypaste, for example, the player can shoot NPCs instead of hitting them with a bat.
Watch the clip; you'll find a clear explanation of how the heist process should work. Once the securicar vehicle is delivered to the delivery point, you will receive some gold bars which you have to sell to Claude or Blackmarket Dealer (an NPC like Claude inside the BM).
Note: Securicar vehicle should be 5k HP.

You must have a Hacking Laptop (You can buy it from Blackmarket) to crack the door and alarms(optional as for alarms), if you crack the alarms LEOs will not be informed on the radio. Once you finished robbing the Paintings, you must sell them to Claude or Blackmarket Dealer (an NPC like Claude inside the BM).
Note: It's not necessary to spawn as Hacker to buy the Hacking Laptop, any class like Bounty Hunter or Con Artist may also buy it. The Museum is located at Marina nearby Burger Shot.

You don't need to spawn as Hacker to rob ATMs. You only need C4 (/prepc4 command) to destroy and rob it (Hacker class is useless and unnecessary).

Criminal Gangs/Groups can fight each others to steal the crates, because crates contain weapons, drugs and items which gonna fill the group racks. The location of the cargobobs must be at San Fierro Airport, you can find the containers at Easter Basin ship, and the delievery point is located at Montgomery.
Let me explain this process. A Pagati Briefcase will be dropped at random locations on the map by the Pagati (it won't actually be dropped by a Pagati member like drug airdrops). This is simply a message in the main chat stating that the Pagati dropped the briefcase somewhere on the map, why Pagati? Because it is the mafia of San Andreas. And it will appear as a question mark icon on the minimap that you have to go to. This means there aren't any active Pagati member required for this to happen. Just like the briefcase of money that gets lost somewhere on the map. The difference is that you can see the location of Pagati Briefcase from the marker on the map. After stealing the briefcase, you must deliver it to the marker that will appear on the minimap (a red mark) to refill your group racks with weapon cases, drugs and items
Briefcase would be dropped every 2 hours at random locations on the map.
Note: All the groups have the right to attack/DM you to steal the briefcase, whether they are LEOs (Army, SWAT, or cops), LEO or Criminal groups, because they need it for their group racks, and LEOs would attack or search you because you seize illegal items. If you got killed the briefcase will be dropped on your death position and the question mark will appear again where you dead, anyone can pick it up, if it was a criminal he needs to deliver it for his group, if it was a LEO he would deliver it to his group. Non-group LEO, would be rewarded score and money for capturing it.
Steps
β’ Head to the "?" icon on the map to pick up the briefcase
β’ Once picked up, check your minimap for a red mark
β’ Deliver the briefcase by walking/running through the red checkpoint
Rewards

β’ +20.00 for Weapons rack
β’ +100 grams of drugs for Drug rack
β’ +10 items for Items rack

This image shows several turfs at different locations controlled by different groups in Los Santos. Members of Criminal Groups attack these turfs to occupy them. For example, a turf previously taken over by Blackouts group is attacked by Renegades group. Blackouts members will defend their turf against Renegades within a 5-minute time limit. If someone is killed, they can return to the turf armed before the time runs out.
At least two members of the attacking group must be on the field for the turf to be taken over after time has expired (5 mins); otherwise, it will remain under the control of the defending group, and the cooldown will be reset (2 hours to re-attack). LEOs cannot kill, handcuff, or otherwise interfere against any member of either group inside the turf until the battle is over.
Furthermore, no one can join more than one Criminal group; you must choose only one. (This does not apply to LEO groups, as they do not occupy turfs but only counter criminals after the battle has ended and one group has taken over the turf.) A turf occupied by a group cannot be re-attacked until 2 hours of cooldown have passed since its capture. The remaining time before an attack can be determined using /turfs command, which will display a list showing all turfs in Los Santos, who controls them, and how much time left before they can be attacked.
Occupying turfs will increase the group's score and its vault money as long as the turf remains under its control; otherwise, nothing will increase.
This will encourage members of each fighting group and will also increase crime, giving the LEOs the opportunity to intervene, either by arresting or killing them after the battle has ended.
Groups need to fill their racks through the cargobob or briefcase smuggle missions I explained above to be strong, able to defend themselves and attack turfs.
β’ The $500 ticket should not be sent to the cop who kills an Orange wanted. Instead, they should receive a score for each kill, regardless of whether the orange or red wanted one is killed.
β’ Add an NPC like Claude inside the BM (for what I explained above).
β’ Add Hacking Laptop in the blackmarket (for what I explained above).
β’ Hacking Laptop can be used for Bank Heist to crack lasers and door (shown in the clip of bank heist above), Securicar Heist to crack the door of the securicar vehicle (shown in the clip of Securicar Heist), Museum Heist to crack the alarms and doors (shown in the clip of Museum Heist).
β’ Remove Hacker class, because it would be unnecessary and useless given the existence of Hacking Laptop at that time.

ATM Robbery

I believe if this suggestion was applied, the server will become more active and interesting. As for the groups I believe there will be more groups created, donations will be increased and the group owners will feel that they donated for a reason. Positive

it adds new and important things to the server. right now, the gameplay can get boring with only TDM and Cop Hunt. These ideas will make the server more fun and active. The heists, missions, and turf system will bring more action and teamwork between players. I also like how everything is working in the videos, especially the group racks and missions, because it gives players a reason to stay active. Overall, this will make the server more enjoyable and keep players playing for a longer time.
