This was completely unintentional. The Rhino's aim is not accurate at all, he was aiming at the sky for the incoming helicopter, but the shot ended up hitting the nearby wall instead.
This can happen because the game is outdated and no longer receives updates.

I don't see why this report was necessary, as it's quite clear that he had no intention of shooting you.
