Additional information: I don't understand the reason he would stop by here when we are preparing to attack the turf,also he chose to protect his "vla" turfs in army skin, He camped there for whole 3 minute to wait for us to become wanted, I assume that's chilling too, if not, that's bitching because he obviously had something better to do than just camping there.

The turf zone was already active, so he had a valid reason to remain there. As seen in the video you provided, there were no criminals present at all, which further gave him a valid reason to stay.

Also, you need to stop comparing every situation to your case, because the two situations were completely different. There were multiple factors taken into consideration before the official warning was issued, and we do not disclose all of those factors. However, we've recently been seeing too many private reports regarding the same offense. In your case, for example, there was an active bank robbery, but you chose to harass innocent players who weren't even involved in the active turf zone.

Awdallah is seen waiting around before the turf war had even started. If the turf warzone had already been active, waiting there would have been acceptable.

If you had read the verdict on your previous report carefully, you wouldn't have submitted this report in the first place. Please make sure there is an actual rule break before submitting a report instead of reporting every situation you disagree with.
