Choose a car. Every car has 1 or more Versions (Idk if its versions or editions). If you change edition, it will be cheaper/expensive, just because its better.
You can get the same car in lvl 10/25 or speedboost.

Until 31 December, you could get 750 free speedboost via a code idk why. No more events for speedboost recently, so atm its real cash only.

The game is made for profit. It being free to play is marketing strategy. Take for instance League of Legends, they gain more cash via this strategy than most games such as Cod,battlefield and so on.
