sorry for posting here as first. but maby i got the way to solve this problem. ive had the same after installing army skin mod.

1. delete evryting related with gta:sa (samp).
2. reboot you're pc.
3. install gta:sa
4. instal samp. (0.3c firsr)
5. now install samp again but now 0.3d.

this solved the problem for me. good luck!

Do this.

1. Open your GTA SAMP.
2. Go to tools > Settings.
3. Where it says "San andreas installation location:", change that to your current GTA is installed, which should be in "..Program files > Rockstar games."
