When did the bug appear:I dont know
Describe the bug:When ryder kiddnaped me,i tryed to cut rope.I failed.So after third try i got some kind message,All agents please find out whats happening in Los Santos.Its ok,but this was spamme message(6 times).

Yep, this should be placed on the police radio. Also when we type /cutrope It always says "Wait before you try to cut the rope...".

The whole /Cutrope is weird, you gotta wait like 5 min before u can /cutrope, sometimes never, like if u get kidnapped and you type /Curtope it says "wait blablabla" then u try again later it says it again, and sometimes when u join server then later u try to /ej ur self it says ur kidnapped, even u wasnt kidnapped, then you tru to /cutrope it says "wait blablablab"
