Well you cannot really know wht is the best of best, as every1 likes different vehicles, just search from gtaworldmods or gtainside

i mean ,,, there are mod make a lag or a reort crash just but and i will choose

If ur pc is bad, i suggest to not dl mods, vehicles arent too much dif size and they wont crash if u install them right and make sure they aint bugged
