Notes: We started with driving. I had to stop 4-5 times to wait for him and he was very slow on steering and straight driving. I started asking him rules but he failed even on the first one. I asked him did he read the SWAT rules and he said no. I didn't continue the test because he didn't score at least 3/5 at rules.

You didn't score 3/5 in SWAT rules and that mean you'll be auto-denied. There is no point in voting anymore but I voted because I want to say something. You seem as a VERY friendly guy and your attitude is very good too. BUT if you want to join SWAT you need to seriously improve few things. First of all you need to re-read the rules few times and understand them. You need to improve your driving (and other skills I assume). It would be also very good if you were more active as cop and if you always use /taze before /cuff (don't straight cuff).
