As you can see the image is clearly edited.
I can proove this is a fake report ( sorry for post )

1. look at the roundness of the head. I admit GTA SA graphics are awful. But not that bad. Clearly had either majic wand tool or a paintbrush.
2. Look how the chat is layed out. Reda's name starts at different positions. Failed copy and pase.
3. Here you can see he went a bit wrong. And tried to correct it. But failed.
4. A white background? I dont think so.
