S.W.A.T isn't about killing people. It's about dragging. So why give him a negative for a bad test when his test was actually good. He has nice speed of commands. Good driving and he knows the S.W.A.T rules. Shooting is something that can always be improved. But to judge him on something that never happens in S.W.A.T really. You only shoot to get someone out of the vehicle. His status is quite low for joining S.W.A.T so yeah he has to work on it. In my opinion denying someone because of that is not necessary. It will raise a lot during his time on S.W.A.T for all you do is taze cuff and drag.

First of all, your cop levels compared to the criminal levels are much lower and indicate me that you don't have enough experience in cop skin. The test results are fine. However, you need to improve your dueling skills and to brush up the other skills a bit. Although you scored 5/5 on rules you broke the applicant rule #7: do not spam your application. You have some skills for sure but I have the feeling you need more experience as cop and that you still need to learn few things before being ready for SWAT.
