What is your laptop brand?

Anyways, try changing the refresh rates and try updating the video drivers!

Windows XP: http://pcsupport.about.com/od/videocards/ht/refrate.htm

Windows 7: http://www.fanhow.com/knowhow:Change_Sc ... 7_53501652

Windows Vista: http://www.fanhow.com/knowhow:Ch...

If refresh rate/driver update won't help, that is the hardware problem which could be:
the connection between the LCD and the graphics card;
the LCD itself is broken;
the graphics card is broken.

EDIT:
Is the flickering like this?

If so, that probably is a hardware problem. But try changing the refresh rate/update the driver ;)

No other supported options than 60Hz? Try updating your graphics drivers then. That may give you more options

Then it's probably a hardware malfunction.

It may be the connection between the LCD and the graphics card, it may be the LCD itself or the graphics card.
Try partially opening your laptop, see if it stops the flicker (the connection);
Change the LCD;
Change the graphics card.

What brand is your laptop?
