Change "Resources" to "Headquarters"

Suggestion: Change "Resources" to "Headquarters".
Reason: I don't really know why but it just makes more sense to me that this is now a little bit more than resources, it's more like the headquarters. Sure this is a cosmetic thing but it just makes more sense to me if it's "Headquarters". Again this is simply a cosmetic change but it could be nice and I don't think it'll be too difficult.

We call it Resources because it contains all of the "resources" any player would need. Whether it pertains to applying, asking a question, reporting someone, or even checking the memberlist. I think calling it a "Headquarters" would confuse people, because that sort of makes it sound like it's a section for S.W.A.T. members only, when it's really open for everyone.

I think the way it is now is fine!
