S.W.A.T. Captains Changing Ranks (WILL BE ADDED)

Suggestion: SWAT Staff members can take/give SWAT Rights/Ranks
Reason: So, before half a year if not more, SWAT Staff members had this rights. I understand the reason why you removed this, but anyone can make a mistake. I recommended to make it again. SWAT Staff is serious and old team, with good guys. I think this would be better to re-add. This is my suggestion, but commanders will decide.

We plan on allowing Captains the ability to give/take rights, I don't see a reason to give Head Warrant Officers that ability since they have completely different duties.
