So, after reading everything what I see ,it's that there is not enough proof, in fact it's your word vs theirs. As we weren't there we cannot know if they were chasing him before ,if they weren't or even if they got into the duel to drag the suspect.
Since this report is quite difficult to take action because of the lack of proof given, I'll wait for the commanders to give the final say.
