Suggestion: Edit rule #16 to: You must not cuff a Civilian inside of the S.W.A.T. / Army zone and wait for him to become wanted.
Reason: Just making the rule clearer for everybody

You must not cuff a Civilian inside of the S.W.A.T. / Army base and wait for him/her to become Wanted.
