Leaving your vehicle just takes 0.5 seconds and it's perfectly fair for both sides. It gives the suspect a slightly higher chance to escape, it makes you vulnerable while dragging (which should be the case). /drag is already a powerful command (you should be escorting the suspect to the vehicle if you wanna keep it realistic) and I don't think /dragging someone while speeding by in a vehicle would be a good idea. It just seems ridiculous and even over powered.
