Hello,

Having too many texture and/or vehicle mods may cause your other texture mods to 'pop-in' slower than usual.
Uninstalling some of your other mods, therefore reducing the memory your game uses will make the textures 'pop-in' faster.

Sadly, mods tend to make your game 'heavier' which in turn will make your FPS lower, your game "freeze" and will, sometimes, cause lagspikes.
Unless your PC can handle your 'heavy-modding', slow texture 'pop-in' and/or random crashes will always happen.

TL;DR.
If you do not wish to uninstall your mods, getting a better and faster PC will fix your texture issue.

Not sure if this will work or not, but try this.

Use one of them only.
I always use a Stream Memory fix when I have a lot of mods

Use stream memory fixes. I will explain later that why you use stream memory fixes for this issue, but I ain't on my PC at the time. I'm on my phone....

Here, Ill explain, Since Moiz hasnt
Ok why people use stream memory fix is because they install High Leveled mods that there PC might can take but not all the time, So if you get Stream memory fix, It will smoothen your FPS and also will stop Game freezes. Also will cause the textures to load softly and fast.

Hope you know why to get it now.

Stream Memory Fixes are used to increase your in-game stream memory. Originally, the game provides 256mb of stream memory (I think), which is too low for moded game even for the original game. When you install mods, it requires more stream memory and if it doesn't get the required stream memory, it will load slowly... I have almost 2000 mb of stream memory (too many stream memory fixes :o) and my game is running like beast.
