Just highlight all the stream memory fixes and drag them into your Gta san Andreas folder.

As I mentioned to the OP, you need to extract all the files I've provided to you into your GTA Main folder. Hope this helps.

[I'm aware that i'm bumping this topic, meant to offer some help & ask for help at the same time]
Sorry, just logged in forums quickly, couldn't read other answers.
As far as i know, there is a mod which is in conflict with other, i mean somthing like no compabilty.

When i modded my game, it was exactly the same but mostly like corrupt mods etc., lately i tried using a Game FPS Booster, /fpslimit 90 & Lowering my draw distance in-Game options, if it doesn't works, try replacing or re-installing the mods which only you like, usually many players mod their game & they don't even like the installed mods...

Ye, But sometimes the PC can't handle alot mods.
