The army in Jacko's time had inactive Generals and TOs weren't that much active. That's why he gave all TOs the option to manage army applications and allow all members to post that template. I don't see it necessary right now as every application is replied with the TO format within hours by any of TOs including myself

The template that welcomes an applicant and lets them know about the Training Officers can only be posted by (Head) Training Officers or Generals. As for the reason for such decision refer to the post above.
