Hydra Rule

Rule:
''You may use the Hydra against the most wanted suspect who is in the same vehicle as highly wanted suspects. You must use the /su(rrender) command before engaging.''

Question(s):
Does he have to be IN the vehicle? I mean what if hes ON the vehicle or around the most wanted suspect?
And who do you have to surrender, driver or both of them?

He does have to be in the vehicle in order for you to be able to attack the vehicle as well as the highly wanted suspects that may be with the most wanted suspect. As soon as the most wanted suspect is outside of the vehicle you may only engage him without harming any other players, including the highly wanted suspects.
Only the most wanted suspect has to be asked to surrender as all wanted players who are in the same vehicle as a most wanted suspect can see the surrender timer. The rule itself has been slightly edited for more clarity.
