2) Yes! Adding functional surface area to helicopters is a good idea, SWAT will then use a much wider variety of tactics. However, cons include having a really good heli pilot that has gamesense + you will need a minimum of 2 SWAT members for this to be useable and around 4 SWAT members to be effective (depending on shooting skills and pilot).
Both ideas combine well so +1. SWAT will already get /pull and (maybe) /spikes so I'm not sure if additional cmds such as /rope will come soon. I'm also scared features like these won't be nicely balanced, as Elite wrote "op".
