Question: I am a little confused about these questions.
#01 : Can I place a roadblock to block Wanted suspect when driver is innocent?
#02 : Can I place a roadblock to block Wanted suspect when innocent is passenger?

In both, you can block them with roadblock, because wanted is with him.
