OK, commanders maybe get annoyed because of on-hold application which have been on-hold for 1 or more months. I personally don't think that, this is required in swat team.

What? Do I need a math degree to understand your rabble, son? Applications go on-hold in extraordinary scenarios, it's up to the Commander to decide how long he may be on hold. Instead of complicating rules and making some alien shit protocols just let the Commanders do their job, they know what's up in da hood.
