this means after you create your group/gang , pay dps and make a hq .. it could be easily taken .. also that doesn't really make sense or needed in a cops and robbers server , -1 from me

He is saying that the winning team gets the Headquarter of the losing team ( for example .. I win against you .. I take over the swat headquarter ) , also riots are the same but without a prize

As far as I know, gangs are not allowed because they focus only on DM which ruins the light roleplay experience on the server. Well anyways, admins already make events once in a while where we can have a team deathmatch for fun.

Your suggestion won't happen ever. The only way to receive those stuff you've mentioned above for your group is by donating for them. There is no way to win those things as a prize in events.
I suppose this suggestion will be rejected therefor, I won't vote.
