Why should it be accepted: The LS Bank is supposed to get robbed. Of course, the police is supposed to stop the criminals from robbing it, but I think camping banks is going a little too far. Camping outside/inside banks is taking all the fun away from robbing a bank: why bother robbing it if there's going to be 5 cops blocking the vault door on your way up?
Please let criminals have some fun. Stop camping.

Cops are supposed to secure the bank. Definitely, they can camp there for you. If you want to rob the bank safely, Get a crew with you or just rob it when its clear of cops.

I don't think this will be needed because majority of the campers are newcomers and you can easily kill them and continue your work, but army/swat..that's your real problem, they're airbreakers when it comes to someone robbing the bank.
