I'm in cop skin and there is no riot or something in motel, criminal run in and I can't arrest him?
Also, if someone rob/rape you, you can still shoot on cops and others, I never get annoyed on this way. Only how I get annoyed on riots is when blizzard come and start ruining it by punching criminals and we can't shoot then, then get arrested.

Good idea, maybe civilians should be wanted as soon as they enter the interior just like the fight club, instead of having to shoot someone in order to get wanted level.

Besides what faraon mentioned .. also there is another case which requires using commands which is being alone and criminals rush in an attempt to kill you , the only way to survive death is to arrest .. Neutral from my side
