Can army members shoot a wanted in a plane or heli if they are in the air without using /su?

If the army member is in a Hunter yes he can shoot you with the Hunter's miniguns without using /su.
But if the army member is in a Hydra he needs to use /su first. Also, the player the army member is after needs to be dark red.

As OG's reply, you may open fire with cannon who are in air or water without using /su, it means that it applies for flying vehicles as well!
