Yeah they're kinda noobs but I hope Boone's and Hashish's suggestion about training officers will work well.

Lol, @Ballin, thats harsh hahahaha lewl.
SWAT recruitment agency is nice and should help rebuild the SWAT again, And besides those who were gone were replaced, by, idk, I hope we'll do more.
