First, of course, you must get some C4 at the El Corona bomb shop. There will be a new window that should pop up with two types of C4 to purchase: one to use at the casino vault and one to use in Alcatraz. The one for Alcatraz will be a bit more expensive though. Buy the Alcatraz C4, then head up to Alcatraz, go inside and go to a red checkpoint near the security alarm. Type /prepc4 and boom! The prison staff will report an active bomb in Alcatraz and releases all prisoners immediately, but those prisoners must be careful not to get too close to the C4.

Note: If someone has already blown up Alcatraz with C4 and another person tries to do the same thing, they will be greeted with "Alcatraz has been bombed recently. Please try again later."
