I agree, because army ranks aren't really worth anything nowadays, changing it will be much better so higher ranks at least mean something instead of nothing.
Just as people mentioned, it would be a pain if there's no sergeants online at a time.
I see no point in receiving a message of who did an army fix, because that would solve nothing. Instead it will make the person get blamed and etc.
So I think it would make more sense, like "[Lsrcr]Hawk requested for an armyfix in 20seconds". (Armyfix with a small timer interval which gives enough time for people to get to their vehicles)
OR
Teach recruits to be kind enough and ask if they can do /armyfix just like me and other people do!
