Add weather like raining ,snowing and some weather looks like real life , make the server become more real , because It is roleplay server

Hmm the rainy and foggy weather will make it hard to escape from cops and hard for cops to chase suspects

i suggested it before, it was even added for some time, but then players with slow pc's complained that weather lags. so it was removed :/
